I am looking for a cruiser or battle cruiser from the minmatar line up. And would be interested in maybe doing a cyclone and skilling up my heavy missile skills.

BTW I don't fly missile ships, why is their dps so atrocious. I can get more practical dps out of a stabber it seems. Can a drake out perform 720's in mission speed?

Having looked at your skills, I would say use an artillery hurricane. Shield tank it, and fill the lows with gyros and tracking enhancers. A cyclone might be possible, but don't expect too much dps from it. I would also advise against heavy missiles, better use heavy assault missiles. Their range is quite low, but their dps is much better. And don't expect a drake to outperform 720mm artillery, maybe with heavy assaults, but definitely not with heavy missiles.

Missile dps is low on paper but the weapon system has some advantages that help apply that damage.

Missiles don't have tracking issues and can't be taking disputed. Once fired, they hit.
Missiles also don't suffer from falloff damage loss. When they hit it is for amore reliable paper dps.
Missiles have selectable damage. You can tailor your ammo to the rats so that they take more of the damage you deal.
They don't use cap so you can mite easily perma run your prop/tank/ewar.

That said, you have other things to consider.

Target speed and signature radius compared to your missiles' explosion speed/radius does have an effect on damage.
You have to consider flight time whereas guns deal their damage instantly.

I don't use missiles much so others with more experience will have stuff to add, I'm sure.

The drake was the king of pve until very recently. Also the tengu. The tengu is still widely used but missile boats have been replaced largely with sentry drone boats.

Missiles do have quite a few benefits but I can put a afterburner on a hurricane and run 3 TE's and never miss at the same time. what would make missiles better for range and clear time than projectiles for me. Since the option of a hurricane is already there. Should i choose them over autos or arties at any point and time?

Your skills indicate you can use a Sleipnir. Why are you not using that? Huge tanking, turret based, Minmatar, blitz L3s. It fits all that you ask for, and can reach higher DPS than the Phoon you asked about a couple of days ago, at least with your skills.

I love the Sleipnir, for L3 blitz standing grinds. Can do L3 in either auto cannon or Arty, It's more of a matter on how you want wreaks placed for ease of looting, or not.

This.
Or Vaga / Munnin if you find yourself spending more time slowboating around than pewpewing.

Within your skills: Sleipnir. Best of all: Ishtar.
