if you would have read this thread earlier.. i am a software engineer that specializes in networking and security for distributed computing.

This is very indicative of two things

A) networking issues

B) traffic control = many users logging on all at once = load spike

As much fun as a good conspiracy is...it was a third party network interruption. Get them in the wrong spot (say, a hub point for some long-line fiber), and it can cause downtime. Even more so when a constant connection system like EVE is in play.

I believe what he is asying is that its an inaccurate statement as we were immediately able to reconnect to the server however upon selecting our toons we were greeted with greeted with a black screen allowing us to progress no further.
exactly, that's not an external hardware issue. its the server.
From the network peer that was experiencing the issue: "Multiple failures resulting from an earlier power outage in London, England are impacting transport protected, IP, CDN and voice services."

Log is problems, black screen, mass dc, other pilots across eve getting traffic control, loading grid times spike, all points to servers. I mean relogging was typical of server issues, had all the usual symptoms. nothing else.

If it was a major internet provider problem it will be reported in news external to eve, as it would presumably have affected many businesses and private individuals not playing games.

It was a third party ISP issue that caused the loss of connection that you guys experienced, which is completely outside our control sadly.

Tranquility is healthy, and hasn't experienced any issues at all. The cause for this disconnect was a third party networking issue that seems to now be resolved. You should all be able to connect again just fine.
