All goons can is to scam in Jita and kill Hulks.

Biggest coalition cries because they can't adapt and think 3 steps further. How pathetic.
By evolution rules (which, I believe, should apply to the sandbox) those who unable to adapt shall pass away.

So, Goons, it is your turn to go to lowsec.

There aren't really any steps after 3 apart from each side progressively dropping more supers.
