Neutral logi is OP. ECM balances it.

Friends, please, I already have the solution to OP ECM. I just dropped Recon Ships 1 into my alts skill queue. In 40mins I will buy her a Falcon. The CCP devblog announcing the nerf to ECM will happen probably within hours; just a few days at most. It worked for links. It will work for ECM.
