There is a lesson that every EVE player needs to learn.

Never trust anyone. The only exception is if you are sleeping with them IRL, and even then, only trust them a little bit.

You, good sir, have already learned this lesson, and not only did you earn it free, you got half a cruiser hull as a bonus. /salute for dodging a trap.

If this guy is trying it on in Arnon he's actually breaking the rules since he's lying about game mechanics and Arnon is considered a newbie system. So you probably should put in a petition report on it to get a GM to have a word to him and educate him. You on the other hand, have your own education well in hand.
