Ship scanned down in WH space - Invulnerable

Earlier today I found a legion in deep space, I combat scanned the pilot down, and warped to him. Ship was occupied however the pilot was offline.

I was unable to target this ship as each attempt I was notified the pilot was invulnerable.


So this is either one of two bugs,

He had a combat timer and for some reason I was unable to target him.

or

He was not logged off properly by the client side, while remaining invulnerable I was still able to probe him down and wait at his log in spot which puts me at 1,000,000km from him when he logs back him making him easy to scan.

Either way there's a bug in there somewhere
