Corp unable to see kill rights given to them?

My corp isn't able to see kill rights that have been assigned to them, and I'm unable to see others' kill rights that they've assigned the corp. Has this been an ongoing issue with Player Corps? Or only with NPC Corps?

The person that the kill right is on has worked hard to have someone targetting him, even to the point of giving up sec status in order to earn this kill right on his head. I'd hate for it to go to waste. XD

Honestly, whats the point of assigning a killright to an NPC corp?
Also, if hes lower than -5 sec status, that killright doesnt mean crap anyway.
