I'm able to login, but not play the game. This has been going on for three days now, so I decided to reinstall EVE.

When I download the installer, it fails:

"Target Payload not found"

Here are the details. I've changed my name to XXX to protect my innocence. :-)

Not really sure what is going on. Did you try using the offline installer and downloading the payloads manually?

Doing that now, though my download speeds have dropped nearly to zero with these downloads (other sites are working fine).

I've turned off my firewall, opened the ports, and disabled virus protection and still no change. Looks like they'll get done eventually, though.
