I'm pretty surprised this isn't put down in a spreadsheet or something online, but my searched haven't turned much of a result. The closest I have to my answer was this post: https://forums.eveonline.com/default.aspx?g=posts&m=2685773

My question is in a -0.2 with PDA level 4, what sites would I gain, and any forsaken hubs? If no forsaken hubs, what would be the best site I would get?

It depends on whether thats -0.2000000001 truesec or -0.199999999 truesec, as both report as -0.2 ingame.

I'd have to check notes ingame (i'm not at home at the moment), but military 5 has a total of 4 hubs (2 plain, 1 hidden, 1 forsaken) in a -0.19, and (I'll verify later if nobody else posts), I seem to recall the military 4 pop being 2 plain hubs, 1 hidden hub, and 1 forsaken rally point, and the pop from military 5 was 1 forsaken hub and 3 forsaken rally points (or some other dross, it was only 1 hub).

if its -0.2000001 or better than you get a forsaken hub at least from military 4, and at least 4 hubs at military 4 (and if i recall 6 at military 5).

My experience in gurista encounters, was the ishtar shoots 20m ticks in a plain hub, and about 23m ticks in a forsaken hub (with no commander).

My other experiences is that the escalations don't bump the hourly earnings much, so its probably not the end of the world if you are popping 8/10s and not 10/10s because you have to do plain hubs, may even be preferable for some races, and that commanders are horribly rare in -0.17
