They are rude, inconsiderate jerks spewing gibberish in chat that is often hard to read when the converstaion is scrolling by fast. If you don't want to talk to the group take it elsewhere, no matter what language it is.

Since I don't speak russian, I figure they are asking "Can I have a bounty"? So I give them one....or several...to which they often whine....in English all of a sudden...

Actually I'm pretty sure english used to be the preferred language for every channel. There's no mention of it in the current policies though, and I can't seem to find a mention of it anywhere now, but I recall reading something about this on official sources. The reason being english is the closest thing we have to an universal language, as more people speak it as a second language than there are native speakers.
