I just have a question: why HG Ascendancy implant set with WS-615 (or WS-618) implant is better than with HG Ascendancy Omega? Full LG set with Omega is just a bit stronger than same set with WS-605, but weaker than WS-608.

Was that intended or just an oversight?

It was an oversight, but CCP didn't have time to push the balance changes in Rubicon 1.0. Expect a rebalance (of the WS- implants) in a further patch.
