WTB focused Angel Cartel pilot, 15B budget

Looking for a focused Angel Cartel pilot capable of PvP fitting the Cynabal and Dramiel as well as both PvP and PvE fitting the Machariel.
My budget for this is 15 billion.

Minimum Requirements
Gallente Frigate, Cruiser and Battleship IV-V
Minmatar Frigate, Cruiser and Battleship IV-V
T2 Large Projectiles
Shield, support and fitting skills needed to efficiently fit the ships, as many as possible at V
Standings for lvl 4 missions

Non-required preferences
Ability to use either a Loki or Proteus for PvE
Ability to fly a carrier or dreadnought
T2 Hybrid, preferably up to Large
T2 Sentry Drones
Little to no waste(missiles, lasers, indy and non-Minmatar/Gallente Spaceship Command etc)

Edit: Budget added, Angel focus rather than Mach

I think as far as it goes, I'm perfect
all Angel hulls with t2 supporting weaponry
capital support (can fly a dread or carrier within the week)
can also do Vindicator or Serpentis ships, so you have the variation
Max Machariel, cynabal, dramiel!

Cloase to what your requirements are has Mina BS 5 and Gal BS 4, great mach pilot, T2 Large with 4 for autocannons and 3 for arty and shield/armor tank plus has epic name and positive KB (not padded).
