I was wanting to create an alliance called razor Alliance Federation using this artwork for the logo.

A friend of mine informed me it might be against the terms of service for the game due to another alliance called Razor Alliance already existing. Is this true?

But I changed the casing on the razor and added federation to the end. Is it still a problem?

You copy their name and logo, so this part of the TOS is a potential issue for you.

Posting in a stealth "GoonSwarm owner should be able to petition Goonswarm Federation for impersonation" thread.

Which actually makes this a stealth "grr goons" thread.

It depends, if you say you are the RAZOR ALLIANCE ( the one with caps issues ) then you are in violation.
However when you clearly say that you are not this alliance there should not be a problem with the name, the logo however might be getting close to it.

So if I openly declare my alliance is not impersonating the other I should be fine? Will there be issues if I am in that other alliances space?

What happens if someone from razor Alliance Federation recruit scams someone while telling them they're an official recruiter for Razor, or razor alliance?

That is impersonation. That gets you into problems.

Hilarity ensues!
