Being able to force other people to undock is quite literally the worst idea you have ever had in your entire life. You don't even have the slightest understanding of what it is you're actually suggesting become possible. I'm not sure you ever will.

Having any kind of mechanic where the only real counter is to not even log in is horrible, horrible game design. As a game designer you want people logged in, even if they're not active. With your idea, people who are wardecced will simply stop logging in altogether for the entire week. People in null will not only dock up when hostiles come in-system but will also log out. All because someone might force them to undock unless they pay more and more ISK, which still might result in them being forced into space.

Don't say "it isn't forced because you can buy stuff to try and prevent it." You clearly do not understand what "forced" means.
