How does a dev or reseller become an authorized GTC reseller?

I have poured over the varius portions of eve online, and I still can't find what the procedure is to become a third party reseller. Can someone point me in the right direction?

Try this:

https://secure.eveonline.com/etc.aspx

And then check out the bottom two websites. I'm assuming all regular resellers get their codes in bulk from there.
