By patch I guess you mean Mirror? And when the Devs require one really. They aren't on a schedule but on a "Run on Dev Demand" with it being the Dev Test Server.

Check the Test Server thread as sometimes they'll post it in there.

I really wouldn't expect a new mirror at least until we start hearing dev chatter about Rubicon 1.1 and maybe not even then.
