Propulsion noises always full volume instead of set based on range from observer

Whether or not you are a fan of the new propulsion noises, the behavior of how their volume is set seems wrong.

If you are sitting somewhere and a frigate at 200km turns on its MWD, you will hear the volume of that MWD based on your zoom level, not based on how far away that frigate is from your camera or your ship. Even though that frigate is at extreme range, you will hear it as if it's right on top of your ship.

This is pretty terrible because it means that being zoomed in sounds like the Indy 500 raceway on any populated grid.

Anyone else notice this behavior?
