I was running a lv 3 story-line mission today in Fran, Covering Your Tracks, and I could't use a web on this guy, Zerak Cheryn, whom was in a gallente cruiser. I received a notification that there was some interference. although, I could use the web on the other ships. I was webbed by one of the frigs in this mission but no ecm or such. Can any one explain why I couldn't web this guy? I didn't have any problems with the mission, I am simply curious to know. Thanks in advance. :)

some npc are immune to player effects - Zor for example in lvl 4 missions

Yeah, some NPC's are immune to electronic warfare. Mentions that in a few of the mission guides at http://eve-survival.org
