If the game offers 10 different hulls, and the vast majority of the players gravitate towards 2 of those hulls, then yes it's much more sensible to nerf those 2 hulls, than to buff the other 8 hulls.

Not... really. If the 8 hulls serve niche purposes that only come up every once in awhile in the metagame but do them really, really well, then they are working just fine. It's possible the metagame needs some work though. Likewise, if the 2 hulls are working as originally intended and the other 8 aren't, it's the 8 that deserve work. It's only if everything was supposed to work like the 8 unused hulls that we need to immediately look towards nuking the 2.
