2 new skills Neut & Anti-Neut

Having looked for skills today to buff a toon's neuting skills I've realized there are no true skills for energy neuts nor nosferatu.

So I'd propose 2 new skills;
First, "Parasitic Capacitor Systems" which would be the primary skill required for both neuts and nos, as well as provide some bonus to them. For example, 5% bonus to effectiveness per level. Possibly along with some slight nerf to the existing effectiveness.
Second, "Counter Parasitic Capacitor Systems" this skill would provide something like 2% reduction to the effectiveness of neuts and nos which are being used against you. This 2% isn't enough of a bonus (even when trained to 5) to destroy the effectiveness of neuts but it would provide some additional survive-ability when being neuted.

NOOOOOOOOOPE. The only thing this will achieve is to place a skillpoint tax on PvPers.

Oh, and it'll nerf anyone who plans on using neuts, since they'll need at least level 2 of PCS to make their neut/nos deliver its listed performance when everyone and their grandpa has CPCS to 5. Level 3 if the interaction between the two is multiplicative instead of additive.

CPCS would likely never be trained to 5 much like the current racial sensor compensations. Along with PCS becoming the required skill for neuts means that you'r going to have it trained. Currently there is already the same tax in place via the Capacitor Emission Systems skill, which for a T1 heavy neut must be trained to 3, and for a T2 5. This makes little sense considering that a neut is not emitting energy but draining it.

The bonuses are now on the ships, this would require those to be re-balanced as well, not to mention all the recharge rates and capacitor on all the ships would need a stern looking at "Can of Worms".

You can always fit some batteries to your ship, it has a stat that helps against neuting power used against you, a lot of comedy fittings use this to still end up on the killboards though.

You forgot to add a skill that gives +% cap reflect. I'm thinking rank 12 and Arby's.

Except CPCS would be effective for all ships you fly, not just 1/4 of them...

EDIT: Instead why not just simply buff cap batteries...I can't think of a fit that actually uses them.

Lowering the average to make you look better since 2012.

Aren't there already two anti-neut skills? One to increase cap and one to increase recharge?

Oh, and the one to let you use a nos.

I'll give you this point, however I still don't see this skill being trained to 5 often. However, what I didn't say was that I envision it being a longer training skill something to the order of 15-30D for level 5.

But inside theyr soul almost all "pvpers" knows: they do it because in this game exists a lot of stupid players, and there great superiority caused by skillpoint handicap.
