Exception Error w/ Launcher

This is a fresh install (via Steam) on my new PC. Windows 8 64 bit. I insalled via Steam but whenever I tried to launch it would spend a few moments downloading a launcher update. The launcher update would close but the launcher would never load. If I tried to launch again it'd, once again, download that update. Round and round in a loop.

I ran the repair.exe tool in my Eve folder, as the sticky said to do, and that downloaded a 1.17 GB update. When I tried to launch the game today (and I've tride via steam as well as via the eve.exe in the Eve Online folder) the launcher immediately gives me this error: http://pastebin.com/fMW3qJ4S

Any help?

Seems like some runtime dll is missing. Please try downloading and installing the launcher from http://cdn1.eveonline.com/EveOnlineLauncher/release/EVEOnlineLauncher_2_1_571330.exe and see if this resolves the problem.

Try downloading and running the latest launcher installer from here. Make sure that you install the launcher to the location where EVE is installed! The default for steam is Program Files(x86)/Steam/SteamApps/common/Eve Online

Edit: Apparently CCP Aporia beat me to it. Damn you CCP Aporia! I was gonna be the popular dev this time!

What would be the launcher version to use the link supplied?

I downloaded the launcher installer from the cd1 site, it install and now in the process of creating patch 2/4 eve_online_590158-595940_win_patch and its currently in 15% , recently i did try this but i got an error of unsucces. Then i wipe the cache and tried it again with no luck.

SO I go to the support page and it wants me to DL the entire game AGAIN...seriously....?
