You have a choice of beams or pulses and it depends on your playstyle. If you have a gang or want to kite outside of scram range, beams are good. Pulses are better if you want to brawl.

Heavy Beam Laser II, Aurora M

Medium Anti-Kinetic Pump II
Medium Auxiliary Nano Pump II

Legion Defensive - Nanobot Injector
Legion Electronics - Dissolution Sequencer
Legion Engineering - Power Core Multiplier
Legion Offensive - Liquid Crystal Magnifiers
Legion Propulsion - Chassis Optimization

This is a slightly expensive kiting fit I came up with which should serve well in a small gang or solo if you're careful. It also omni tanks any level 4 just fine. You can replace one of the cap boosters with another utility mod if you need to. If you want to brawl, you can just switch the beams for pulses, put one or two webs on and and add TEs instead of heat sinks. Again, that fit should do well in any level 4 mission as well as small gang stuff.

Edit: Use T2 rigs and Chassis Optimization.

If you can't fit T2 weapons, you shouldn't be flying a legion.

I agree, the Legion need too gunnery and core skills to be effective, don't let the low skill requirements fool you, it's a trap.
Even the zealot need T2 guns.

But Heavy Pulse are best on these ships, Heavy beams for special uses but pulse are very versatile.

Faction beams to get some range, but if you pvp with that you are more stupid then the avg player... And the revenge you planed on them frigs will be just another funny killmail from you...

Go for it, and lets hope our corps are in war :)

Although the Legion really suffers from "low barier to entry, high barrier to effectiveness" it is not impossible to fly one without access to T2 guns - in the same way as it is more than possible to fly the ship badly despite having T2 guns.

That said, your previous ship - the Arbitrator, would be one of my favoured choices for anti-frigate work in most cases.

Packs of frigates suggests a reasonably large number - I might be willing to put an Arbitrator up against three frigs but five or six and I would expect to lose much more potent ships (like a Legion for example). It comes down to the pilots in the frigs of course, their coordination both of strategy and fitting, and the suitability of their tactics with mine (Heavy Gunboat vs Tracking Distruptors for example, kite vs Neuts...etc).

Your best option, particularly against numbers, is the friends you can bring; rather than high value bling ships, and allies are not something which has a built in hard counter...

The counter to numbers is hiding in low sec with supercaps.

"Revenge" should probably not be the motivation of your actions...

Hire some mercs to revenge you, shouldn't cost more then to build a legion.
