Tractor unit not activating every time

Tractor unit is not always activating and continues to drag/loot wrecks but is not able to be scooped or looted when stuck. Reported.

Same here. Unit is stuck on "Activating" and cannot be scooped. Relogging and flying back into my mission worked.
