Definitely needs to happen before Rubicon and the marauders with MJD bonus, yes.

MJD not having a timer is silly, do I really need to bust out my stopwatch? Same thing with cloaking.

I like the idea of greying out the icon until it's allowed to be used, with a mouseover giving you the time left. I think this is a no-brainer, and should be fairly high on the priority list.

Some CDs are really necessary...
