All the COs I use have been turned into POCOs. I did a test to better understand the tax rate you see when doing a "get info" on the POCO. The value you see is the total tax, NPC + PC. In addition the effect of your skill is included.

For me the result is the planets I like to use will actually have a smaller tax than they did pre-expansion.

The Laffer curve can be applied here and could be a good visualization of the "where to set taxes to maximize revenue" problem.

note that t* is NOT necessarily 50% that's just how the graph is drawn in this example.

Of course that ignores the OTHER reason for high tax.

On resource planets too many non-corp PI installations will drain your planet quickly. A high tax will get non corp players to leave a planet meaning more resources for your corpies.

Yeah, the rvb deal and generous rates show just how tenuous the goon poco play is, especially with commitments elsewhere in nullsec right now. There absolutely is opportunity for enterprising groups to make a play for key pocos areas. That doesn't mean they won't come back periodically and reassert control, but that just means you wait them out and start again when theyre committed elsewhere.

I'd even guess that some people are well aware of this, and are already planning accordingly, leaving just the perpetually frightened video game player to whine on the forum about his self-imposed spaceship impotence.

Edit: never mind that we're talking about a fraction of planets, meaning that you can avoid goons or taxes altogether if you can suffer hauling your junk and extra few jumps
