ecm burst and target spectrum breaker

will either of these mods get you concorded if activated in HS when being ganked? i think the burst might since its just like a smart bomb but what of the breaker? what happens if a non-agressed target locks you and you activate it?

The ecm will get you killed if it hits an "innocent" target. Not sure about target spectrum breaker.

TSB is totally legal, but not especially effective against small groups.

Neither module has any use in hisec. ECM burst MAYYBE, but bad to use around gates or stations.
