Anyone else having issues training the new Customs Code Expertise skill

I injected this skill and started training it today. When the skill was about the complete level 1, my UI stopped responding. I logged out and back in again, and only had a black screen. I petitioned a stuck character, and support moved me to a station. I logged back in, and the skill was stuck at "COMPLETION IMMINENT". My skill queue will not progress, claiming it is empty even after I removed the skill from my queue.

Got this skill trained on another char in level 1 but it seems that it has no effect whatsoever..

Before i trained it it would cost me 5.814.000 isk to export 4.750 Mechanical Parts.
In level 1 (-10%) it will cost me 5.814.000 isk to export the same 4.750 Mechanical Parts.

Why give us skills that have no effect ?

Just trained it to Level 2 but still no difference.. It still cost the same to export my goods as it would in level 0..

Can i please have my money back for this useless skill ?
