Armor and Shields are different. Skills also have attributes other than what modules they unlock. Shield Upgrades reduces powergrid needs but Hull Upgrades increases armor hp. Shield and armor are fairly well balanced along several different axes of measurement including training time and combat effectiveness. Are they identical? No. But they are well balanced and I believe such variety adds richness and diversity to the Eve environment.

One will eventually train for both, shield and armor tanking. The question is whether one starts with armor or shields.
