How Rubicon New Market Items will be put on market and by who?

I was asking myself this question and couldn't find the awnser...
I'm talking about (anti-cyno structure / mobile depot / siphon unit)

Where the BPO will be found? does NPC gonna sell these BPO?

Rushing the BPOs sold only in 0.0 to Jita may make someone some money. Likewise for the early producers of all the new things. Finding the proper pricing on the first Stratioses off the line should be interesting as well.
