Just a question how long does a Rifter take to manufacture?

1h 40m with no skills,

1h 20m with perfect skills

10% faster with perfect researched production efficiency.

I checked in-game:

Perfect skills + PL9 BPO = manufacturing time of 1 hour 5 minutes for one Rifter.

If you want to know, 'perfect skills' means the skill 'Industry' at level five.

On the subject of ship manufacturing what skills are needed to manufacture battlecruisers assuming you havw the needed materials and components?

Yeah one of the codes i got with my Second Decade Collectors Edition gives me among others itens a 5-copy run of the Gnosis Battlecruiser.

With the remaining 4 copies, you can rebuild the ship 4 times again when it gets shot down.
Ships die a lot in EVE, the Gnosis is no exception.

Sell them or use them yourself to replace the first one after it is (inevitably) destroyed.

I just made 8 and the time was 7 hours for all 8.

So your blueprint has PE2 and you were building it at a POS.
