I don't know the whole workings of the technodoodads of running Serenity as opposed to Tranquility or Singularity, but perhaps a playoff model based on sports leagues would shake things up with Alliance Tournament. Think of Serenity and Tranquility as conferences in the same league during the playoffs. Each conference has their competition, but have Serenity and Tranquility's champions play for the #1 spot?
