Well, they are unarmed of course, because they're pods.

The usual highsec dweller won't be affected at all,
except if he commits a criminal act.

That's the point.
He's a criminal, hence should be free to get podded.

while we're throwing around really dumb ideas, how about extending the GCC and removing CONCORD entirely?

I second this. Anyone who takes the risk of getting GCC should also take the risk of loosing his pod and his implants. I think it is just plain stupid to get gcc, get your ship blown up and escape.
