Picture you are in a fight, you're pulsing your ASB or AAR and ohh man out of cap boosters, but wait how long do i have until its done reloading? it just keeps blinking, and now i'm in my pod. this plays out during the day over and over again, CCP should put a timer so we can accurately predict when it will be done reloading.
