He is indeed wrong, it is for new accounts only, and seeing it literally says "this code cannot be used in conjunction with existing accounts or trial accounts" Neither can it be used with a 21 day trial.

... except, a plex gives you 30 days of game time and this code gives you 60

4/3 PLEX = 800 million
you should offer 600 million (at least if you do the math as you've done)
