Ok, so bear with me I've got a teething kid and haven't been sleeping so maybe I am missing the obvious here...

Do ewar drones improve their Ewar abilities with your skills at all? I realize they can go faster, take more dmg, imp opt range, but does the ECM, or Neuting (SISI) ever scale with your skills?

I guess Ewar drones are one way for new players to really catch up fast then!

Not entirely sure what you mean by catching up, but if you want to perform an ewar role even using regular ewar modules with low skills will give you more effect than using drone variants if that is the role you want to fulfill. In fact popular opinion is that most ewar drones with the exception of jamming drones are mostly useless or do not provide a significant enough bonus to be worth replacing the dps from damage drones.

Also neuting drones are not exclusive to Sisi test server.
