Submit Button Missing for PI

I am trying to do Planetary Interaction. Sometimes, however, I try to install a new program, but the Submit changes button never appears. Actually the entire "Edits pending" panel does not show up at all. I can exit Planetary Interaction, but then I have to cancel the changes. Re-entering Planetary Interaction does not resolve the problem. The only solution is to reset the client.

Anyone encounter this issue?
