Listed in EVE 3rd-Party Developer Information as "(Official but hugely incomplete)".

So incomplete, in fact, that it does not document at all, merely links to where you generate API keys.

there used to be api documentation, although incomplete, at this page
however it has all moved to the evelopedia and nobody has updated the page
