What T3 duo is better for hunting down mission runners and people doing anoms in dangerous Lowsec, and which T3 combo is better for running Amarr missions?

We have Tengu's and Loki's for T3's

So like: Loki/Loki for pvp, etc, and fits for each please.
Faction fits are fine, and any tips also.

For PvE, you want em/therm damage vs amarr, so no brainer there.

For PvP, depends which region you're hunting in. Blood raider space? Your targets will be em/therm tanked, so legions are meh. Any other space? Legion does better DPS while cloaky.

two 100MN Tengus would obviously be the best choice. However i feel that in the current meta, t3 are really outclassed by the ishtar / cerb. Loki is really kind of meh- because it uses autocannons. the loki only brings potential long webs to the fight. However long webs are useless, if you are flying tengus. As nothing should be running / getting away from you.
