I'm a pirate with over 2000 kills in lowsec. I can confirm I have never, ever station camped and have probably participated in less than 5 gatecamps.

There is no functional difference between being in FW and pirate other than you have twice as many targets, don't get payed for kills and gate guns are always against you.

So basically its ManMode.
