Suggested fix for broken bounty system

Ok guys, As far as i can see the bounty system is competently broken, I regulatory see bounty griefers hovering over jita just to dock up and exploit the aggression timers in larger ships. I also see people running around with billions of isk on their heads. Today in eve a bounty is seen more as a badge of honor than something worth attacking,

My suggestion is to integrate an aggression flag based system for bounties. It works like this,

1. You pay a small fee to flag yourself as a bounty hunter, (say 5m isk) (same fee to unflag and can only be done in a station)
2. Once your flagged you can engage anyone with a bounty on their head. The engagement timers work the same as factional warfare. However. The bounties person can not open fire first. (this prevents intentional bountying to gank hunters and everyone in a region with a bounty simply nuking any given hunter)
3. Once combat has started between the two or more hunters to hunted docking abilities are disabled, preventing station hugging.
4.Upon a kill if lucky the hunter's bounty portion is paid and their ability to engage the combatant under the bounty system is disabled for say 15 mins, (normal pvp rules then apply)

This would give purpose to bounties. When i joined eve back in 2008 i really wanted to hunt down these people. However the current system is utterly broken. A case in point that i often see noobs with bounties. (the classic 111111)

Keep in-mind that this is only a suggestion and can be subject to alteration.

All trolls please stay in lowsec :)

Scenario:

1) Some dude in Jita doesn't like my name. Maybe he's a fan of Melted Chiefs
2) He puts some random sized bounty on my head for the lulz
3) I am now available to be shot down, in hi-sec, by anyone who's payed a measly fee.

I don't accept that, sorry. Would just be a free for all zone by the end of it.

Let's consider mining... go into a belt... tag everyone with bounties... pop them all... keep the belt for yourself.
Until someone comes 2 minutes later and does the same to you.

I once killed myself with an alt and claimed 1 bil bounty from an ibis, and you say this system is broken?

Also with the system you proposed I can put a 100000K (minimum) bounty on any person and then openly fire on them after paying the fee. That seems more broken than the current system.

The current system is utterly broken, It servers no purpose in the game other than a money transfer. Please if your going to make comments actually suggest fixes not (leave it alone or its fix rubbish) Their has to be a way to make bounties actually work. Currently they don't.

(P.S the bounty system now scales against ship size and loss therefore a 1b bounty would never drop on a ibis!)

How about making it so the bounties have a 24 hours cooler like wardecks? So you cant simply tag someone and pod them? That removes all of those concerns from the table.

You understand that anyone can put a bounty on anyone for any reason, right? This would have to be changed, or people would simply sign up as a bounty hunter, put a bounty on a target (such as a freighter) and gank them without any repercussion from CONCORD.

So what do you change it to, then? You can only put a bounty on someone who aggressed you? What about bumpers, then? What about the annoying bugger in local? We already have Kill Rights for aggression, and a "bounty" is really just one person saying they will pay money out for the death of another person -- there's nothing "official" about it in the slightest, which is why CONCORD will still pop you if you shoot a person with a bounty.

If you want to shoot someone freely, buck up and war dec them. If that's too scary for you, hire a merc corp, or just deal with it.

Yes I know, that right there proves that this systems is far more balanced than the last one. Making any profit off of killing yourself with an alt to claim the bounty is impossible.

No, because then that opens up the ability for trolls to spam wardecs upon wardecs, which is a horrible idea.

It is broken. Four of my characters have bounties. Their crime? They were modeling ships and organizing inventory in Rens when one character went down the guest list and assessed bounties on everyone. My character with a name beginning with 'A' was the first, and the character with a name beginning with 'Z' was the last.

Is it the end of the world? Hardly, but if I had a choice in the matter, I would have elected not to have had a bounty assessed on my characters. But I wasn't given that choice.

There's real reasons why your Eve character doesn't do /dance.

i usually try to goad them to see how much i can get them to cough up.

it's never usually more than a million, the cheapskates!

and those sort of bounties clear very quickly. take a trip to HED-GP and run at them bro.

I have an ACTUAL, non-trollish bounty of one billion ISK on my head, and I PVP almost every session. The system is not broken. The only people whining about bounties are the people who would rather not have one, but are too proud to handle a loss to clear it. Oh wait.... I'll come back in about a year when I've burned through my bounty pool, then complain it's broken! Why does nobody seriously express their butthurt anymore? Eve is dying! Lol

The more "suggestions" are coming up, the more i believe that people stopped learning
how to properly use their brains and instead just write down what comes to mind,
without any form of analysis or self reflection.

Dude, nobody wants me dead, and there was no "vendetta". Read the the sht again. There was only a sociopathy that resulted in no fun for any party involved - me, because I didn't want the booby prize, and the bounty-giving tooth fairy because sociopaths are incapable of self-satisfaction.

So here's a "feature" that results in negative satisfaction for everyone by design. In other words, it's broken.

There's real reasons why your Eve character doesn't do /dance.

"Negative satisfaction for everyone by design" Not really, I'm pretty sure that the guy that put the bounty on your head had positive satisfaction, and I am getting a hell of a lot of positive satisfaction reading about your wining that you have a bounty on you.

Last I thought Eve was supposed to simulate Real Life in Space™. In real life the hitman isn't going to ask the bounty giver why there is a bounty on the targets head, they will go out and (hopefully) complete the target without authorities knowing and collect the cash. Maybe the guy didn't like your face, maybe you pissed him off earlier in your game career and don't remember, maybe he just felt like it.

As in real life there is no need to specify a reason other than "I want him/her dead", so stop your b*tching and be glad that CCP has made it so that if you don't leave high sec concord will kill anyone that attempts (and possibly succeeds) in attacking you.

I don't see how this is broken. That person must have forked out a fair old bit of coin to put a bounty on everyone in Rens. That's their choice. If they want to burn their isk putting pointless bounties on characters what's the issue? As you say, it's hardly the end of the world and no sane bounty system would ask the person getting the bounty on them whether they want it so the system seems to work fine from that perspective at the moment.

could you explain how the system is broken please?
