flare rig useless compare to rigor?

im trying to understand this .
looking at the missile damage formula min(1, S/E, (S/E*Ve/Vt)^(ln(drf)/ln(5.5))

if we make it simplier
we can say the formula compares 3 different values
they are

1 or S/E or S/E* Ve/Vt

ignore the ln for now for simple comparison

so the formula takes the min value of those 3

S= sig radius of target
E= exp radius of missile

Ve= exp velocity of missile
Vt = speed of the target


normally the exp radius can be made alot smaller then sig of the target assuming you be shooting BS or BC even cruisers
so S/E will most likely be greater than 1

so if we just look at the last part S/E *Ve/Vt we can see that the E and Vt are interchangable. it means if you decrease the exp radius of the missile , it is as good as increasing the explosion velocity of the missile it has 100% simliar effect in the formula.

unless i am mistaken , i dont see any point using flare rigs at all. Why some people say flare rigs for pvp or fast moving ships? when rigor rigs does the same thing in the formula. On top of that the exp radius is in 2 of the comparison but exp velocity is on the last part.

Can anyone tell me at what point is flare rig better ? i just dont see it

For PvE, when you already have 2xT2 rigors, a T2 flare for the third rig is better than a T1 rigor.

For PvP, in most applications you will use ewar to boost your missile applied damage (webs and target painters) so it makes sense to not use rigors or flares at all and keep the valuable rig slots for other purposes.

The above of course are not set in stone, and vary according to hull and application.
