So what happened is Tekila did send money to Cellulose but I forgot to transfer to batowarrior. I'm waiting on GM/Petition to resolve this, Tekila has stated he will transfer isk to batowarrior when he gets character. I am confirming that there is 14,000,000,000 in the character Cellulose and a little more, and the wallet logs will show it's from Tekila. I did not move or touch that money prior to hitting character transfer, it will be there on completion of character transfer.

I'm an idiot.

Per rule #20. Whenever a character is transferred before the seller has moved the ISK received from the sale to another one of their characters, the Customer Support team will return that ISK to the rightful owner. The buyer cannot expect to receive both the character and the ISK that they paid to purchase it.
