Clemency act

If the empires decided to introduce a clemency act in relation to low security systems that:


Reduced the current security status loss for attacking ships

but

Increased the current security status loss for attacking pods.


Would it help to encourage activity and "funsics" for those systems?

Combination of fun and physics normally.

i.e. loose term I like to use for rules or systems whose intention is to benefit fun primarily.

(Maybe for scemantics it should be funology, but I'm sure you get the idea)
