So I've recently upgraded to OS X 10.9 & being able to have full screen apps on each screen is great.
Apart from EVE which is clearly using some legacy system to implement full screen and takes control
of all the input when in full screen mode, meaning I have to alt tab to use the other apps which is inconvenient.
How long until this issue is fixed CCP?

It's an issue with Cider and how it emulates a Windows application window. CCP are unlikely to address it until they deploy a completely native OSX binary of the EVE client I'm afraid - because it's not something they can fix as it's an issue with the wrapper they use, not their software.

I can only suggest running EVE windowed and fullscreening it, to maintain that cursor availability.
