Well. Let me say that I suspect that the CEP could stand to retain a better PR firm.

There is clear contradiction in the statement issued here; that there were no executives colluding with the Federation with regard to Heth or Caldari Prime, but that the Federation should turn over its materials on compromised executives as a matter of cluster stability.

I fear this as much as confirms that, indeed, executives were compromised, and which executives were compromised is not known to the CEP. I will be submitting a petition to request that the Caldari Business Tribunal open an investigation for possible treason against the State; while the CBT does not normally investigate the crimes of individuals, as this is treason against the State I feel that they both have jurisdiction and the necessary authority to pursue this matter to its end.

Obviously, an inquisitorial tribunal of this sort is an open-ended affair; a clear mandate must be made, and it must remain under the authority of the CEP to ensure that while it pursues its mandate zealously, it does not do so overzealously.

Whilst I agree with Priano-haani, I would also advise State loyalists to put their own houses in order, in addition to the official response.

I believe the CEP is demanding a list of individuals and Executives claimed to be working in collusion with the Federation, no doubt to better target internal investigations and personnel auditing procedures which have so far failed to provide any tangible proof that such has been the case within any CEP member corporation.

As for the matter at hand, I believe Oiritsuu-haani has already said all that needs to be said and I find myself in agreement with her sentiments.

As said, Gesakaarin-haani, the CEP should surely retain a better PR firm. The demand-- while making it clear that the CEP regards the allegations as false --then proceeds to treat them as legitimate by expressing concern over corporate espionage and cluster stability. We could debate which takes precedence, but the contradiction is plain and ultimately does express concern over Federation spying.

I, too, agree with Oiritsuu-haani's statement; it is the sentiment of many State loyalists, expressed at length since the news of spying and Federation grandstanding came to light.

One might say the CEP has denied the claims as false as regards compromised Executives, but has used the issue of the Operation Highlander leaks to remind us all the threat Federal spying and espionage poses to the economic and political order of the Caldari State and its corporations.

What legitimacy is granted when the operative words in the release make mention of, "claims" and, "attempts", in addition to the fact that what is presented in the article appears to paraphrasing of the CEP statement and not the actual statement in verbatim?

It may be from an abstract from a CEP report, or it may have been a summary statement by a press officer before release of the statement, or it may have been from the body of the formal release. Either way, it stands that a quote is a quote.

The gallentean influence in this affair is undeniable.

Just look at the whole affair about Admiral Yanala.

1. Implying that planetary attack was to destroy the planet or whole population is exclusively gallentean incompetent or PR movement against Caldari Citizens. The fact is, that only gallenteans so far used orbital bombardments against civilian targets. The titan could provide our ground troops on Caldari Prime with tactical orbital bombardment against hostile forces. This type of warfare has been in use for some time already, and I myself did this kind of bombardments. For this, you need direct coordinates from your ground troops on the surface. Every slightly experienced pilot knows what is this and how to do this. The whole "destruction of the planet or whole population" is nothing more than gallentean hoax. Those, who advertise this point of view, are gallentean supporters.

2. Another gallentean PR against the State and Tibus Heth, is claim about murder of Admiral Yanala. Every real Caldari understands, that Heth-haan didn't "murder" her, but rather has provided her with means of going away with maintaining honor. It was her choice, and all I want to say, that if I were in place of Heth-haan, I would offer her the tea, just as he did. And I were in place of Yanala-haani, I would take this tea, just as she did. All this "murder" hoax is going from those, who don't understand what does it mean to be Caldari.

The levels of incompetence in this press release are astounding. They come out with a firm statement that they found nothing, then demand intelligence from a faction they're at war with, as if the Federation would simply give it for free without any hesitation.

Either they don't believe the Highlander story, or they've fallen for it hook line and sinker, they need to make their minds up, but they shouldn't make demands they can't back up. It's begging under the guise of barking, and has completely compromised their position.

The Federation could simply turn around and say "no" under the guise of "we're not going to give something for nothing, just for asking" and we're no closer to knowing if a list even exists or not. It's a damned charade, and the State needs to bring something to the negotiating table to call the Federation's bluff. Because right now they look incompetent and paranoid.

When your gut instincts tell you something is wrong, trust them. When your heart tells you something is right, ignore it, check with your brain first. Accept nothing, challenge everything.

I agree with most of your sentiments Makoto Priano. Apart from the investigation must remain under the authority of the CEP. I believe it should remain totaly independent investigation. If it does not then the top executives which the leaked documnet says have been compromised may end up having an influence on the investigation.

What would you say if it began to purge Provists who've returned to heiian, instead of following Heth-guri into exile? Or if a Liberal-dominated inquiry made allegations against a Lai Dai or Kaalakiota executive? Or the reverse?

No.

This inquiry must serve the State. The only way to be sure of it is to make it answerable to the CEP, and through the panel to the megacorporation leadership.

I wouldn't get too excited about either of the public releases. Given the penchant for the State to have half of the Federation Admiralty under pay I'm sure they saw the Highlander documentation long before we got our leaked precis.

When it comes to State/Fed and Fed/State espionage the only thing that would surprise me would be accurate and sincere public releases.

On the matter of inquiries, Priano-haani, I absolutely think that the CEP should conduct an official inquiry but that should, in no sense, stop other corporations from carrying out their own house cleaning. This should provide any corporation within the State with a good excuse to air out the dark corners and rid itself of undesirables of all types.

Agreed, Tuulinen-haan. I have two concerns.

The first is that some megacorporations may seek to save face by sweeping 'minor' wrongdoing under the rug, or may be more forgiving of their executives than the CEP tribunal. I would like to see intelligence from these operations submitted to the CEP tribunal for review. Consider this as if it were an independent audit-- excepting of security efforts, not financial statements.

The second is with regard to counterintelligence best practice. If FIO successfully penetrated megacorp security, then the various police forces must clearly improve their methodology. We need a way to ensure best practice while not exposing proprietary methodology to other megacorporations; a delicate balance. Corporate espionage is to be expected, after all; it wouldn't do to breach existing safeguards by exposing them.

But these should be addressed while the corporations undertake their own efforts, agreed.
