Bit over your budget but perfect support and all race pvp pilot with great scanning skills, no fat but for wh might need a few large T2 guns.
Nice to have some flexibility in your ship types in wh space

You might have to do some work on the scanning skills, but this would be a great WH char.

Moros with capital hybrids 5, T2 siege and virtually perfect gunnery support.

All T2 large guns (and, obviously, all T2 small and mediums as well).

Virtually perfect Proteus, Loki and Legion subs.
