Steam will allow you to purchase subscriptions of 1, 3, 6 and 12 months for the steam version of EVE. Currently the 3 month subscription is only $19.40, but is only for the Steam version.

It doesn't have to be a 'newly opened' account, only have purchased the EVE starter pack via Steam at some point since it came out.
