Issues, Workarounds & Localization

So I recently downloaded the new patch (Oct 18th 2013) and it installed and everything.
But when i started the game up, i could hear the music, i could see the cursor, but nothing showed up on my screen.
I thought it was just a cache error, so I cleaned my cache. Still black.
I ran the Eve Client Repair tool, It said that everything was fine.
Tried again black. Its almost as if there's a black shield over the game and all i can see is the mouse cursor.

Not sure what i should do, so I instinctively came here.

Please help.
