Whichever way you decide to go, fly a T1 frig that way you'll get engaged more often. In a hookbill I rarely get a fight, In a tormentor, there is generally a que )

You'll find you're engaged more and will find more engagements as an outlaw. You can be an outlaw while in factional warfare though. The downside to that is you've limited your targets because it's probably not wise to shoot your own militia and that's only a problem if you care about stating in said militia.

The outlaw lifestyle is also more challenging compared to factional warfare. Less or no friends to back up you or your corporation.

Also to clear things up. I've been referring to an "outlaw" lifestyle and NOT PIRACY per say.

The height of piracy is being able to earn a living threw combat. Basically being able to pay for 1 account and ships for a month threw COMBAT ALONE. Not many achieve that but when they do its generally threw "riskless pvp" which was how ye old vikings use to do things. Risk versus reward and what not.

If that's not your aim and you have a negative sec standing. Then you're just an outlaw + warrior/pvper or whatever else you'd like to tack on to that title. There can be many forms of outlawing v0v

I did the solo casual pvp thing in Gal / Cal militia while neutral. There are definitely a lot of targets, however not being to engage on gates is annoying, and you'll almost always engage 2+ hostiles while solo.

The other issue is, of course, ISK generation. Getting LP for killing WT's is pretty cool, instead of having to live off the loot you scoop from kills.

Either way, you'll have more action in this warzone than anywhere else in Eve (IMO).
