However if you are just starting out I would recommend a T1 frigate of some sort.

I like the shield kite omen myself. With a good heavy tackler to keep things in place it can lay down a pretty obscene amount of firepower

I have had a lot of fun with the navy Harbi, that 5th med makes it very good both for PvE and PvP. Here are the two loadouts I use for it.
